In Afghanistan, the law requires that voters' fingertips be stained with a hard-to-fall-off ink in exchange for ballots to prevent election fraud.
In other words, they are showing us their "testimony" that they have already voted.
Since the fall of the former Taliban regime, Afghanistan has made remarkable progress. The right to vote for women is probably one of them.
If they knew what was going on, the women in the photo might look somewhat proud.
